On January 17, 2024, the European Parliament adopted Resolution P9_TA(2024)0027, marking a new direction in the EU’s engagement with Central Asia amidst global challenges. This resolution reaffirms the EU’s commitment to strengthening democratic partnerships with the countries of the region, promoting sustainable development, and countering authoritarianism. Particular attention is given to the impact of geopolitical instability resulting from Russia’s war against Ukraine, China’s increasing influence, and the crisis in Afghanistan.
The EU recognizes Central Asia as a strategically significant region, playing a pivotal role in the global economy, energy sector, and transportation networks. The European Parliament underscores the urgency of enhancing cooperation with Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan to ensure regional stability, sustainable development, and the protection of human rights.
The resolution identifies several key areas of collaboration. One of the primary focuses is the development of Enhanced Partnership and Cooperation Agreements (EPCAs), which prioritize the rule of law, human rights, and democratic reforms. The EU highlights the importance of economic diversification and political stability in the region as prerequisites for long-term cooperation.
A cornerstone of the EU’s strategy involves advancing alternative transport routes between Europe and Asia, such as the “Middle Corridor” initiative, which bypasses Russian territory. Additionally, the EU is actively investing in energy sustainability projects aligned with the European Green Deal. These initiatives aim to reduce the region’s reliance on Russian energy resources.
The resolution places significant emphasis on the protection of civil society. The EU is committed to enhancing support for independent media, human rights defenders, and young leaders in the region. Particular focus is placed on achieving gender equality and combating violence against women. The European Parliament urges Central Asian states to implement effective measures to safeguard the rights of women and minorities and to eliminate discrimination.
The resolution also condemns human rights violations in the region, including incidents in Tajikistan’s Gorno-Badakhshan Autonomous Region, Karakalpakstan in Uzbekistan, and the January protests in Kazakhstan. The EU calls for independent investigations and the release of political prisoners. Furthermore, it highlights the critical need to combat corruption, which undermines trust in public institutions.
The EU remains dedicated to maintaining active engagement with the governments and civil society of Central Asia to strengthen democratic institutions and ensure a stable future for the region. The adopted resolution provides a foundation for deepening relations and offers the region a partnership based on the values of democracy, human rights, and sustainable development.
